ICT Network Service Manager

Gloucestershire Constabulary are recruiting an ICT Network Service Manager who is proficient or has good understanding and hands-on experience of:

• Managing incidents and requests assigned to the Network Team within the agreed response and resolution timescales. Including major incident management.
• Supporting Network Engineers in their day to day role, encouraging excellent customer service and building a team ethos.
• Managing the personal development of Network Engineers carrying out regular 1-1s and annual appraisals in line with coaching to improve performance.
• Reviewing and planning change requests assigned to and raised within the team. Representing Networking at CAB and eCAB.
• Managing resource capacity within the Network Team, ensuring for adequate availability of Network engineers to accommodate all BAU and Project requirements from the business via Business relationship Manager and ICT Project team.
• Has the capability to formulate delivery plans when project management resources are not required or not available.
• Working with the ICT Technical Infrastructure Manager delivering against the ICT strategy, proposing technological solutions to align with the technical strategy.
• High level of technical involvement in the review and planning of service improvement and new technological projects; producing High and Low Level designs to propose solutions to the business and ICT which can accommodate new business requirements.
• Management of security vulnerabilities across an ICT Network and remediation of vulnerabilities within agreed timelines.
• Management of existing data circuits (P2P and MPLS) and ICT network deployments into Greenfield and Brownfield sites, with the deployment of data circuits into those new sites.
• Network management of data centre and network cupboard infrastructure/environmental devices such as UPS appliances, PDU’s and comms racks (APC UPS and PDU’s)
• Ensuring for availability of up to date documentation covering rack layouts, patching layouts, IP address usage, new and existing network deployments.
• Ensuring for availability of accurate monitoring and configuration management of the ICT Network.
• Management of the budgets associated to the ICT Network.
• Service management ownership of all network contracts, having good supplier management skills.
• Responsible for ensuring all Networking procedures are created, available and reviewed on an annual basis.
• To have an excellent technical understanding of organisationally used network estate, in order to support the team and liaise with both in-house and 3rd party support technicians
• Knowledge and hands on experience with network routing and switching solutions to a CCNP level (Cisco 9000/2000/3000 series switches, 4000 series routers)
• Knowledge and hands on experience with network software defined solutions (Cisco DCNM, Cisco DNA Centre)
• Knowledge and hands on experience with telephony, collaboration and VoIP solutions (Skype for Business, Microsoft Teams, Cisco UCM, Cisco UCCE, Cisco Webex)
• Knowledge and hands on experience with identity solutions (Cisco ISE, Cisco Duo)
• Knowledge and hands on experience with firewalling solutions (Cisco ASA, Cisco FTD, Checkpoint) with IPS and IA functionality.
• Knowledge and hands on experience with vpn solutions (Cisco Anyconnect, DMVPN, site to site vpn)
• Knowledge and hands on experience with web and email proxy solutions (Cisco Ironport, Symantec Cloud)
• Knowledge and hands on experience with Wi-Fi solutions (Cisco AireOS, Cisco IOSXE)
• Knowledge and hands on experience with load balancing solutions.
• Knowledge and some hands on experience with cloud SaaS and IaaS solutions (Umbrella, Office365 and Azure)
• Knowledge of wireless surveying techniques and solutions

We are looking for a highly motivated and proactive individual with a minimum of 4 years’ experience of supporting and enhancing ICT Networking.

This is an exciting opportunity to join an experienced technical team, installing and maintaining network services in line with defined practises and standards, ensuring acceptable levels of performance are maintained. The successful candidate will report to the Technical Infrastructure Manager and will lead a team of 4 highly experienced Network Engineers; you will work closely with the Infrastructure, and Security teams to provide services to 2500 users.

The role requires good communication skills, the ability to liaise with others in the Constabulary to provide both technical support and strategic direction. The candidate will be expected to work with others, including 3rd party vendors on defining and delivering technical projects.

Experience and knowledge of adapting a network to support Office 365 and cloud technologies such as Azure and producing high and low level designs is essential.

The role will be based at the Gloucestershire Police HQ which is just off junction 12 of the M5 and offers benefits including Local Government Pension, flexible working within core hours, free parking, on-site gym, canteen and many active Sports and Social Clubs.

Candidates must be willing to undergo the relevant security vetting for this role and contribute to 24/7 Network on call rota. The on call remuneration is calculated on the quantity of individuals on the rota and is additional to the salary above.
